Halfaker has an immediate opportunity for an Adobe LiveCycle Developer expertise to join our talented, dynamic team and support a US Air Force Client.  This person will be responsible for the design and development of forms ranging from the basic form, to forms with work flows and database backend storage.  This person should be very comfortable in the Adobe LiveCycle environment, and be able to solicit requirements and turn them into usable forms with minimal to no supervision.  This person will act as the Subject Matter Expert (SME) to provide and implement recommendations for best practices for the ADOBE product. This person will act as a mentor and provide knowledge transfer to other developers assigned to this project.  This resource will complete application coding, and provide support to system testing, user acceptance testing, and production as needed.

Key Responsibilities:

  • Develop interactive forms, documents, document templates, and workflows in an integrated environment
  • Create dynamic XML templates to be rendered as HTML or PDF file format and implement document security using digital signatures
  • Code medium to complex application enhancements which could be modifications, new functionality and/or break fixes
  • Perform integration testing of application changes 
  • Perform code reviews for application changes made by other application developers on the team
  • Provide input into best practices, make recommendations for performance tuning and application efficiency
  • Analyze and design application enhancements
  • Provide input into and/or complete detail application design documentation based on business requirements
  • Provide time estimates for application code modifications for your own assignments
  • Coordinate the work effort among project assignments with other software developers on the team, mentor staff, provide verbal and written status to the management
  • Work with the system and/or solution architects, and database analysts concerning application design, tool usage, or new functionality
  • Collaborate with business users, project managers, technical architects, team lead, and department manager on application projects

Requirements: 

Basic Qualifications:

  • Bachelor's Degree or higher in a technical field
  • Minimum of three years experience in Adobe LiveCycle Enterprise Suite software (government or commercial)
  • Three years experience with IBM Forms Design Software,
  • Three years of experience or background in XFDL, HTML, PDF, JavaScript, Adobe Acrobat, and Adobe LiveCycle Designer Software
  • Adobe Acrobat Professional Software and Adobe Reader Software experience required
  • Ability to communicate at ease with team members and stakeholders
  • Must be a US Citizen
  • Experience working in an Agile development environment

Key Responsibilities:

  • Serves as a member of the Business Development and Marketing Department with responsibility for managing and providing leadership on all proposal systems/efforts.
  • Develops an overall plan for continually assessing and enhancing proposal systems and materials (e.g., reviewing and designing proposal materials, such as kick-off meeting agendas and standard questions; and/or meeting with technical staff to solicit their feedback on the proposal process).
  • Creates or enhances systems for proposal coordinators’ use in tracking proposal progress, and continually monitors milestones/schedules, resources, and outputs.

  • Creates and oversees a proposal communication system, acting, as needed, as the single point of contact between the Business Development and Marketing staff, teaming partners, and the capture, operational, and production staff.
  • Oversees, in conjunction with the Capture Manager and the Business Development Associate, the proposal production process (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) in support of proposal activities.
  • Creates a structure for maintaining a status record and master file on the share drive for all text and graphics; and for managing the file server environment during and after proposal development (for implementation by the Business Development Associate).
  • Provides guidance and status reports on proposal and production matters to the Director of Business Development and Marketing and ensures that data calls, responses to sources sought and RFIs, proposals, and white papers are approved through the designated channels before submission.
  • Supports the Capture Managers in participating in data call responses for bid activities where Halfaker is the subcontractor. 
  • Identifies proposal training opportunities, and develops training tools and provides training to Program Managers and other staff, as needed.
Requirements: 

Basic Qualifications:

  • 8-10 years overall relevant experience of which 5+ years includes directly related federal government proposal management experience.
  • Specific experience implementing formal capture and proposal processes, previous experience within the information technology industry is preferred.
  • The ideal candidate will be experienced in leading and managing large, multi-contractor proposal development teams.
  • Excellent analytical, written and oral communication skills with outstanding interpersonal and negotiation skills.
  • Ability to lead others through the proposal process and brief executive management in a fast paced environment, sometimes under pressure, remaining flexible, proactive, resourceful and efficient, with a high level of professionalism and confidentiality is crucial to this role.

Halfaker has an immediate opportunity for anAIX/RHEL administrator with broad knowledge of systems administration/analysis concepts, practices and procedures to join our talented, dynamic team and support  the TSA’s Office of Information Technology (TSA-OIT).   A successful candidate is competent to work on fairly complex assignments and perform a standard range of AIX/RHEL system administration activities. The AIX/RHEL administrator generally works under deadlines and is capable of operating with only general supervision. Possess familiarity with varied administrator concepts, standard best business practices, and procedures. Relies on experience and judgment to plan and accomplish goals. A certain degree of creativity is encouraged. Typically Reports to systems a Team Lead.

Key Responsibilities:                     

  • Apply best practices where possible or engineer new best practices as appropriate.
  • Analyze new and existing vendor software; install, maintain, and customize vendor software as required.
  • Consult with end users to identify current operational procedures and clarify user objectives.
  • Monitor system and application performance to detect errors; apply testing procedures/methodologies (e.g., diagnostic software) and provide interpretation of data.
  • Provide a root-cause analysis for recurring or critical problem
  • Proficiency using personal computer and associated work station/computer-assisted tools, etc.
  • Demonstrate commitment to providing customer-focused quality service.
Requirements: 

Basic Qualifications:

  • A 4-year degree in computer science, information technology, or a related field, or equivalent experience.
  • 5+ years of AIX/RHEL systems administration experience, or equivalent experience. Education can be substituted for 9 years of experience
  • Experience with AIX 7.15.3 and 6.1 and RHEL 5.6 or later, performance monitoring and tuning tools, installation options, problem determination and recovery, and AIX security
  • Experience with Power5 and or Power6IBM Power architectures, X-series and Bladecenter server technology including LPAR technology and HMCs
  • Experience writing and debugging shell scripts in a standard UNIX shell

Preferred Skills and Experience:

  • Experience with NIM and satellite server
  • Experience with AIX/RHEL performance tuning and capacity planning
  • Experience with VIO and managing VIO servers
  • Experience with high availability architectures and concepts (possibly including, but not limited to, HACMP/PowerHA)
  • Experience with enterprise backup/restore architectures and concepts including TSM
  • IBM/Brocade SAN architecture (DS8000, Brocade DCX)

Halfaker has an immediate opportunity for a Business Intelligence Analyst to join our talented, dynamic team and support the DoD Manufacturing Industrial Base Policy (MIBP) office.  The ideal candidate will successfully aid MIBP in the assessment of potential threats and vulnerabilities related to foreign investment risk in US-based firms.

Key Responsibilities:

  • Focus on managing inputs into the DoD CFIUS review process from AT&L technology, research and development, and other engineering subject matter experts
  • Conduct comprehensive all-source analysis of foreign emerging technology programs, capabilities, and other technology related issues of countries of interest to the government customer to produce timely and relevant intelligence analysis
  • Receive, analyze, and file all incoming threat assessments relevant to the case
  • Attend DoD and interagency meetings meeting relating to cases when assigned
  • Engage in internet searches and U.S. intelligence database searches to supplement threat and vulnerability data provided in the filings and threat assessments when relevant and feasible
  • Evaluate threats in relations to vulnerabilities and feasible mitigation measures in cooperation with other assigned staff and write draft Memos recommending a DoD position, Information Memos, Risk-Based Analysis (RBA) and any other assigned documents relating to assigned cases, and prepare and distribute complete decision packages on assigned cases
  • Create summaries of all assigned CFIUS cases and create files in the appropriate CFIUS database. Distribute electronically to DoD components, plus case materials relevant to threat and vulnerabilities both initial and follow-on
  • Receive from the components all relevant data relating to vulnerabilities, critical technologies, threats, queries for the parties, and other matters impacting national security
  • Provide training to other DoD CFIUS contractor action officers on the identification and reporting of transactions with potential CFIUS jurisdiction for non-notified filing action. Assist DoD components in the preparation of non-notified filings to bring before the CFIUS Committee
  • Liaise with DoD components requesting a non-notified filing throughout the process; attend meetings with components to educate on the CFIUS process and direct research efforts to assist in non-notified filing as needed
Requirements: 

Basic Qualifications:

  • Bachelor’s degree in Business, Finance, Economics, National Security, or related field is required
  • Active Top Secret/Special Compartmentalized Information (TS/SCI) clearance
  • Experience working on CFIUS matters related to section 721 of the DPA
  • Experience with assessing threat analyses provided by Intelligence Community for foreign companies as they relate to U.S. defense systems and military operations
  • Experience writing memoranda for senior US Government national security managers summarizing foreign threats to and vulnerabilities of defense critical technologies and weapons platforms
  • Familiarity with DoD organizational structure in general and Office of the Secretary of Defense in particular as evidenced by regular interaction with
  •  components across DoD
  • Familiarity with major defense weapons platforms
  • Strong written and verbal skills
  • Ability to work independently and in small teams in a highly operational tempo under strict time constraints
  • Ability to develop strong networks within the Federal Interagency

 Preferred Skills and Experience:

  • Master’s degree is plus
