Key Responsibilities:

  • Prepare technical reports by collecting, analyzing, and summarizing information and trends
  • Follows up reports with meaningful interaction with appropriate government and other contractor representatives. 
  • Works closely with private industry and/or other government agencies to gain necessary information and directs personnel to appropriate action with regard to information generation and other communication priorities.
  • Coordinate with the National Operations Center (NOC), Office of Infrastructure Protection (IP), National Cyber Communications and Integrations Center (NCCIC), and other government agencies and Critical Infrastructure Key Resources (CIKR) owners & operators.
  • Participate in tests and exercises to maintain preparedness and improve coordination; supervise others actions during exercises and provide feedback and after action reporting.
  • During incidents, triage information from a variety of resources and conduct initial analysis of the incidents and events.
  • During major incidents or events, collect and review input to national-level situational awareness.
  • Serve as a 24x7 customer service interface for CIKR partners by collecting (via email and phone), tracking, and facilitating responses to requests for information and assistance.
  • Conduct daily teleconferences with CIKR stakeholders.
  • Provide access to approved DHS situation reports, bulletins, press releases, and other important documents to serve industry partner’s continuity-of-business information needs.
Requirements: 

Basic Qualifications:

  • 3+ years experience working in an operations center
  • College graduate (BA or BS) preferred; will substitute significant military experience or other operations experience
  • Ability to work in a fast-paced environment, handle multiple, concurrent activities with short turn-around times with multiple internal and external customers
  • Excellent communication skills both written and verbal
  • Enjoy working in a team environment
  • Candidates must be US citizens and will be required to undergo a background investigation in order to be granted access to classified information
  • Knowledge of National Incident Management System (NIMS) structure, emergency management operations, and background knowledge critical infrastructure sectors
  • Capable of synthesizing, synopsizing, and presenting information at an executive level
  • Must also demonstrate the ability to conduct research, analysis, and technical writing skills and be able to perform triage on questions, issues, or events involving the nation’s critical infrastructures and key resources.
  • Personnel shall have experience in operating during high-tempo mission critical operations
  • Possesses a general understanding of cybersecurity and cyber related current events and how they could impact critical infrastructure
  • Has working/ user based knowledge of social media and had ideas about how to implement it as an intelligence gathering tool

Halfaker is seeking a Senior Proposal Writer to join our talented, dynamic team. The Senior Proposal Writer will provide technical proposal writing and proposal management, when needed. Key Responsibilities:

  • Serves as a member of the Business Development and Marketing Department with responsibility for writing and editing Federal Government proposals.
  • Specifically writes non-technical portions of proposals (resumes, past performance, management sections, quality assurance, transition plan, etc.).
  • Develops and maintains proposal boilerplate to include technical, management, resumes, past performance, and quality plans
  • Coordinates and edits technical inputs for grammar and clarity.
  • Revises and improves technical content prepared by operations for bids.
  • Manages distribution of technical portions to authors and creating a consolidated technical approach section
  • Interfaces with subject matter experts (SME) authors in the writing and editing of proposals/responses
  • Provides oversight and management of proposals, including providing guidance and direction to technical staff
  • Leads/participates in team working sessions including vision, solution, and messaging
  • Works with Capture Managers to ensure that proposal text is produced on schedule and win strategies, themes, and discriminators are integrated into proposal responses.
  • Ensures proposal compliance for responsible sections (including the editorial guidelines specified for the proposal)
  • Maintains a status record and master file on the share drive for all text and graphics; and for managing the file server environment during and after proposal development. 
Requirements: 

Basic Qualifications:

  • 5-7 years of Federal Government proposal writing and coordination experience in Information Technology (i.e., Software Engineering, IT Infrastructure, Data Analytics, and/or Cybersecurity)
  • Must be able to present complex ideas into a clear, relevant, and compelling written product.
  • Solid knowledge of developing proposals in response to Federal Request for Proposals (RFPs), Request for Quotations (RFQs), Requests for Information (RFI) etc.
  • Excellent analytical, written and oral communication skills with outstanding interpersonal and negotiation skills.
  • Ability to establish a solid working relationship with senior level management, technical staff, clients, external collaborators, and business development resources.
