The ideal candidate will have demonstrated success in winning and managing multiple, large-scale software development, data analytics, and IT infrastructure projects within Health IT. Additionally, the candidate will have a record of driving revenue growth and advancing technically innovative solutions from concept to implementation.

Key Responsibilities:

  • Lead growth and development of new business opportunities within the Company’s Federal Health IT Practice
  • Develop and manage relationships to aid the capture of new work
  • Manage the Halfaker Health IT Portfolio P/L that includes mutiple projects across various health agencies including VA, DHA and CMS
  • Identify new technologies that align with Halfaker’s corporate strategy and deliver innovative solutions to Health IT customers
Requirements: 

Basic Qualifications:

  • Minimum 10+ years of management experience in capturing federal business and project execution, focusing on the Health IT Market
  • Bachelor of Science degree in a technical or business-related field
  • Knowledge of and experience in the primary divisions of VA, DHA, and/or HHS
  • Excellent Writing and Verbal Communications Skills

Preferred Skills and Experience:

  • Master of Science degree in technical or business-related field
  • Experience with CMMI maturity level 3 processes

Halfaker has an immediate opportunity for a Senior Quality Associate with experience creating, refining, and auditing business processes to join our talented, dynamic team and support the Halfaker Quality Department.  The ideal candidate will have experience designing and enhancing business processes for technology services firms, as well as performing internal audits for process compliance.

Key Responsibilities:

  • Lead process improvement initiatives, with oversight of Chief Technology Officer, with focus on both continual improvement and compliance with industry standards (e.g. Agile, CMMI, and ISO 9001)
  • Develop and refine Halfaker enterprise, project management, department, and project-specific business processes
  • Maintain and enhance Halfaker Employee Development Program, including creating, delivering, and maintaining training modules both via in-person training sessions and computer-based training modules (SCORM CBP modules)
  • Lead Quality Management activities, including maintenance of Quality Management System governance, planning, and tracking documents
  • Perform Internal Auditing of process and standards (e.g. CMMI-DEV, ISO 9001) compliance across enterprise, projects, and departments
  • Coordinate External Auditing activities with appropriate consultants and partners to validate conformance to industry standards
  • Advise and support Halfaker business systems/applications deployments and enhancements, including business process analysis
Requirements: 

Basic Qualifications:

  • Analytical mindset, with ability to creating process flows, process diagrams, process documents
  • Ability to interview domain experts and facilitiate group discussions to capture current processes
  • Experience related to business process development, enhancement, and/or auditing

Preferred Skills and Experience:

  • Bachelors degree in analytical or engineering field
  • Experience with process modeling, using techniques such as Turtle Diagramming, IDEF0, UML, User Stories, or BPMN

Halfaker is seeking a Senior Proposal Writer to join our talented, dynamic team. The Senior Proposal Writer will provide technical proposal writing and proposal management, when needed. The Proposal Writer will be responsible for establishing efficient proposal materials for the Company, including writing winning proposals, collaborating with Subject Matter Experts (SMEs) to develop compelling proposal content. The Senior Proposal Writer will be responsible for collaborating with SMEs across practice areas to write win strategies, flesh out and refine technical solutions, and develop management, past performance, and staffing volumes for rebids and new, competitive federal government proposal efforts. The Senior Proposal Writer will work closely with the Senior Proposal Manager, CEO, and the responsible technical staff. The successful candidate will be a self-starter with high energy, have strong organizational and writing skills, and have the ability to operate effectively in complex and fast-paced environments.

Key Responsibilities:

  • Serves as a member of the Business Development and Marketing Department with responsibility for writing and editing Federal Government proposals.
  • Specifically writes non-technical portions of proposals (resumes, past performance, management sections, quality assurance, transition plan, etc.).
  • Develops and maintains proposal boilerplate to include technical, management, resumes, past performance, and quality plans
  • Coordinates and edits technical inputs for grammar and clarity.
  • Revises and improves technical content prepared by operations for bids.
  • Manages distribution of technical portions to authors and creating a consolidated technical approach section
  • Interfaces with subject matter experts (SME) authors in the writing and editing of proposals/responses
  • Provides oversight and management of proposals, including providing guidance and direction to technical staff
  • Leads/participates in team working sessions including vision, solution, and messaging
  • Works with Capture Managers to ensure that proposal text is produced on schedule and win strategies, themes, and discriminators are integrated into proposal responses.
  • Ensures proposal compliance for responsible sections (including the editorial guidelines specified for the proposal)
  • Maintains a status record and master file on the share drive for all text and graphics; and for managing the file server environment during and after proposal development. 
Requirements: 

Basic Qualifications:

  • 5-7 years of Federal Government proposal writing and coordination experience in Information Technology (i.e., Software Engineering, IT Infrastructure, Data Analytics, and/or Cybersecurity)
  • Must be able to present complex ideas into a clear, relevant, and compelling written product.
  • Solid knowledge of developing proposals in response to Federal Request for Proposals (RFPs), Request for Quotations (RFQs), Requests for Information (RFI) etc.
  • Excellent analytical, written and oral communication skills with outstanding interpersonal and negotiation skills.
  • Ability to establish a solid working relationship with senior level management, technical staff, clients, external collaborators, and business development resources.
  • Ability to multitask and meet aggressive timelines/deadlines

Preferred Skills and Experience:

  • Strong understanding of Shipley or similar proposal development processes and the ability to implement them across the staff is required.
  • Strong commitment to performing and producing at the highest level of quality at all times
  • Expertise in Microsoft Office and Adobe PDF suite
  • Excellent research, writing, proofing, formatting and editing skills
  • Must have strong analytical, problem solving, and decision-making capabilities
  • Must have the ability to work independently and in a team environment

Basic Qualifications:
