Description: 

We are seeking a Procurement Specialist to join our talented, dynamic team. The Procurement Specialist will support the Contracts and Procurement Department at Halfaker and Associates’ Corporate Office and other locations by procuring items and services on a daily basis in accordance with CPSR requirements and Halfaker’s internal procurement policies and procedures. Specifically, the Procurement Specialist will issue RFQs/RFPs, perform cost and/or price analyses, perform cost reasonability determinations, and document and maintain files for compliance with internal policies, client flow-downs, and CPSR audit requirements. The Procurement Specialist will establish an efficient procurement capability to procure and acquire accountable property (hardware, furnishings, etc.), COTS products and other assets. This position has a base salary of $70,000-$80,000.

Requirements: 
  • Bachelor’s Degree in Business Administration or other related discipline
  • 3+ years of procurement experience
  • TS/SCI level Security Clearance required
  • Experience in implementing, operating and maintaining a CPSR compliant purchasing system
  • Knowledge of FAR/DFARS
  • Knowledge and understanding of requirements development, cost analysis and control, and procurement strategies to include government acquisition processes, reporting, developing milestone schedules and facilitation of management issues
  • Experience in program control and financial management
  • Experience conducting proposal evaluations and cost analyses to recommend solutions
  • Experience in Government contracting, contract management, and materials management
  • Excellent negotiation skills
  • Demonstrated capability in building and sustaining relationships
  • Demonstrated capability as a proven team player who can effectively drive the decision-making process at the program level
  • Ability to clearly and effectively communicate, both orally and in writing
  • Knowledge of multiple contract types
  • Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast paced environment
  • Working knowledge of Cognos Impromptu and Deltek GCS is desired
  • Contract and/or Procurement professional certification is preferred

Description: 

We are seeking an Action Control Analyst to join our talented, dynamic team. The Action Control Analyst will support the Client alleviating the additional workload by processing information waiting to be scanned and entered into the Action Tracking System (ATS) System and to continue the ongoing operations of the action assignment office. Specifically, the Action Control Analyst will support the office by providing suspense management, distribution of official information, correspondence, and tracking of correspondence, return packages, extension requests, and managing reconciliation meetings with Executive Officers/ Action Officers throughout the organization.  

Requirements: 
  • Bachelors (preferred – may be waived for equivalent experience)
  • Experience in JSAP system and familiarity with Joint Staff Actions preferred
  • Have technical knowledge of operating a computer based action tracking or suspense management system
  • Have knowledge and experience with DoD security classification procedures to ensure documents are properly marked
  • Have experience in correspondence review, action tracking and suspense management or related field
  • Ability to operate in the Joint Staff environment with short suspense deadlines supporting various audiences
  • Must enjoy and be able to effectively operate in a fast paced work environment
  • Must be able to multi-task and maintain visibility when multiple things are happening simultaneously
  • Be able to prioritize assignments with little to no guidance
  • Must have outstanding organizational and document control skills

We are seeking a Senior Forms Developer to join our talented, dynamic team. The Senior Forms Developer will support efforts by designing automation processes and leading a technical team in the conversion of forms from XFDL to fillable PDF.  Specifically, the Senior Forms Developer will work with external and internal resources to define, develop and implement a forms conversion process to handle processing of 100s of basic forms per month.  They will also lead design and development on "Smart" forms, with application-like features built into the form itself.  

Requirements: 
  • Bachelor’s Degree in a technical field required. Master’s Degree preferred.
  • 8+ years of experience working with PDF or Lotus (XFDL) Forms
  • A strong background in Scripting Languages
  • Leadership capability

We are seeking a Business Intelligence Analyst to join our talented, dynamic team providing support services to the Department of Defense (DOD).  The Department of Defense (DOD) mission for this specific client group is sensitive, and includes preforming predictive modeling and analytics on large data sets. The Business Intelligence Analyst will be responsible for developing Business Intelligence solutions for use in a wide variety of areas across the client group. 

Requirements: 
  • Bachelor’s Degree in Computer Science, Business Information Management or other related Technical Discipline
  • 2-5 years’ experience as a business intelligence analyst, with emphasis on quantitative reasoning, statistical and analytical modeling and operations reporting
  • Current Secret clearance level is required
  • Knowledge of business intelligence system functions
  • Strong ad-hoc SQL query development skills and working knowledge of relational databases
  • Experience with standard BI tools including QlikView, Tableau or Cognos dashboards
  • Defining, designing and building database schema to address specific issues and needs
